Richmond man charged with heroin trafficking | news

Richmond Police arrested a man at Oxford Circle after initiating a traffic control for not using a blinker.

After speaking to the driver, Jeffery Clark, 34, Oxford Circle, Richmond, was unable to produce proof of insurance and asked his mother to send him a card. According to the quote, the wrong card was sent several times, which either belonged to another vehicle or had expired.

The correct card was finally sent and the insurance checked. Clark’s window tint was tested after officers thought it was too dark and asked him to roll down the window because they couldn’t see inside the vehicle.

An RPD dog was brought to the scene and reported drugs near the driver’s door and a search was initiated. A small silver Jiminez .25 caliber pistol and holster were discovered under the driver’s seat. His Miranda rights were read out to him and the officials informed that he would not have them.

In a black backpack that was in the passenger seat, the officers found two syringes, two clear plastic bags, a drive-stun taser and a surgical scale. Clark informed the officers that he had “ice cream” in a small pocket in his shorts. The officers found a clear plastic bag containing a light brown powdery substance believed to contain heroin weighing about 5.27 grams.

While pulling Clark’s cell phone out of their pockets, officers could see text messages implying a drug transaction. He had two telephones ready to use.

The quote said that the above’s mother and girlfriend gave permission to search the apartment where the police found a loaded gun under what he said was his own mattress. Clark is a convicted felon on previous charges of possession.
