Richmond to host public hearing on RSU 2 withdrawal

RICHMOND – Members of the Richmond Selection Committee met Monday evening to hold a public hearing for the citizen’s petition to withdraw from Regional School Unit 2.

The citizen petition was filed by Gary Emmons, a Richmond resident. Residents will be asked if they would like to provide $ 25,000 to restart the withdrawal process after the city’s previous attempt to garner enough votes to confirm the decision to leave the district.

The public hearing required by state law lasted about five minutes during the city’s regular board meeting on Monday evening. Selected people asked if there were any questions, but no members of the public were in attendance, and City Manager Laurisa Loon had not received any questions submitted prior to the meeting.

In addition to a preliminary article in the Kennebec Journal, Loon said information about the public hearing was available on the city’s website and also in the Mainely Richmond newsletter.

The next step in the withdrawal process will be a poll question on the arrest warrant for a special town hall meeting on the 2nd of the Disbursement Committee to spend $ 25,000 and provide $ 25,000 of unallocated funds for that purpose? “

This question is the only item on the arrest warrant for the city’s special meeting, where voting is open from 8 a.m. to 8 p.m.

Since the city has already gone through the process, the same exit committee can be elected or new members can be elected.

Richmond’s efforts to withdraw from RSU 2 failed last spring after the city tried to leave the district for two years.

While an overwhelming majority of voters were in favor of leaving the school district – 434 voted to leave, while 98 wanted to remain part of RSU 2 and 18 people left the question blank – the state ministry of education requires 50% of the turnout for the exit participate in the vote in previous gubernatorial elections.

But only 550 voters came, keeping the city well below the 822 threshold it took to confirm the result.

If the withdrawal process continues, the target for a vote to exit RSU 2 would be in November 2022, when another race for Maine governor is on the ballot, which could push the turnout over the validation threshold.
